Note that there are three application deadlines every year: 1 March, 1 July and 1 November.
The application process includes application for consideration for a VUW PhD scholarship. There are in addition some scholarships available to particular groups of people, for which you may qualify, so have a look:
An important part of the process is to write a research proposal of some sort. This need only be a page or two, and should include a title, some background, the goal, some preliminary research questions, and a note of any particular equipment required. It's mainly to show that you have considered the process seriously, but a good research proposal can make a difference to the outcome of your application.
An other important part of the process is making sure you have proof of your English proficiency, which, if you're from a non-English speaking country will mean including the results of your IELTS or TOEFL score.
You will also need submit the results of your Masters degree as part of the application, or if that is not yet available, information on when the results will be available.
Note that you should keep your proposed supervisor informed when you apply, so they can respond to questions about your application, and submit a referee report, but the application itself must to to
