Proposed changes to Library of Congress Subject Headings

Kia ora koutou, National Library of New Zealand Te Puna Mātauranga o Aotearoa understands that the Library of Congress has proposed changes to their current subject headings relating to Mount Denali and the Gulf of Mexico. The Policy, Training, and Co-operative Programs Division of the Library of Congress will make the final decisions on changing these headings. Our library systems vendor, Ex Libris, load the Library of Congress Subject Headings (LCSH) into the Community zone of Alma (their system) and changes to headings are automatically reflected in all Ex Libris libraries who use LCSH as a subject thesaurus. The National Library of New Zealand uses LCSH in the records we create. The National Library of New Zealand will now also create local authorities for Mount Denali and the Gulf of Mexico and use these for all records in our catalogue to which they apply. The National Library of New Zealand will keep a watching brief on any further changes that may be proposed for the LCSH. Second release of practical training resources for Official RDA

Kia ora koutou In August 2024 NLNZ cataloguers began cataloguing using Official RDA. In December 2024 we released the first part of our practical training resources. The second part of our practical training in Official RDA is now available through Niche Academy. https://my.nicheacademy.com/natlib.gov.nz The tutorials in this release cover aggregate manifestations and encoding Official RDA in MARC 21. We may add more lessons to this tutorial over time. NLNZ has implemented Official RDA for serial works and music scores and we hope to release tutorials covering these formats following the July Toolkit release along with a tutorial on parallel aggregates. As our implementation proceeds we’ve changed some of our earlier decisions on how we encode Official RDA in MARC 21. Practical training for Official RDA

Kia ora koutou In August 2024 NLNZ cataloguers began cataloguing using Official RDA. The first part of our practical training in Official RDA is now available through Niche Academy. https://my.nicheacademy.com/natlib.gov.nz This release has tutorials to help you prepare for practical training, begin to describe information resources using RDA elements with no range or a range of Nomen, and learn the patterns when determining values for Authorized Access Points. It also includes a number of resources to support training, including training MAPs, worksheets and extra readings and activities. Further training will be released over the next twelve to eighteen months. A second release of basic practical training is scheduled for February 2025. This will include aggregate manifestations and encoding Official RDA into MARC 21. Training and beta-testing is underway for serial works and music scores and we expect to release these training resources mid 2025. During 2025 NLNZ cataloguers will train in formats such as sound recordings, integrating resources and cartographic resources with the associated training materials released through 2025 and 2026. There is a public session of the RSC's meeting which will cover the four proposals and one discussion paper that have been previously circulated for comment. These include our Oceania proposal to have an option added to allow for dual-language names of places and corporate bodies. In addition, there is an outreach day including Renate Behrens talking about the DACH implementation of Official RDA by the Germans, and Sally McCullum from the Library of Congress talking about RDA with BIBFRAME, and I will also be presenting about the implementation at National Library of New Zealand. Kia ora, We're coming up quickly to the November RDA Steering Committee (RSC) meeting and we have a number of papers for discussion on the agenda. More information about RDA as a standard and about the RSC's role can be found here: https://www.rdatoolkit.org/rsc. Oceania is represented on the RSC through ORDAC (Oceania region RDA Committee) and currently by me as the ORDAC representative to the RSC. RDA Steering Committee<https://www.rdatoolkit.org/rsc> The RDA Steering Committee (RSC) is responsible for maintaining RDA: Resource Description and Access. RDA is a package of data elements, guidelines, and instructions for creating library and cultural heritage resource metadata that are well-formed according to international models for user-focussed linked data applications. RDA is published by: www.rdatoolkit.org As always, it would be great to get any feedback that is relevant to descriptive specialists in our region; these are the opportunities to contribute to RDA to make sure it really is an international standard and not just dictated to us by the needs and desires of others. Proposals We have three proposals to consider, including a minor revision to ORDAC's own paper on dual-language names. All of these are fairly straightforward, but if you have any comment on any or all of them I would be very happy to hear it: * RSC/ORDAC/2024/1/rev<https://www.rdatoolkit.org/sites/default/files/uploads/RSC_ORDAC_2024_1_rev…> - Proposal on dual-language naming of Corporate Body and Place This is simply a minor revision of wording and placement of options from previous version which was circulated at the beginning of the year. It has taken time to help people in other regions understand why this is important to us, but we have made significant progress and expect to vote on this at the coming meeting. * RSC/ExamplesEditor/2024/1<https://www.rdatoolkit.org/sites/default/files/uploads/RSC-ExamplesEditor-2…> - Proposal to add glossary definitions for fictitious entity and non-human entity While the terms are explained in the RDA guidance<https://access.rdatoolkit.org/Guidance/Index?externalId=en-US_topic_cnj_hxj…>, they also appear as terms on various element pages and the Examples Editor has recommended that the definitions be added to the glossary for easier reference. * RSC/TechWG/2024/2/rev<https://www.rdatoolkit.org/sites/default/files/uploads/RSC_TechnicalWG_2024…> - Proposal to revise definitions of aggregate, aggregating work and aggregates guidance This paper proposes some rearrangement of the aggregates guidance page and clarification in the definitions of two aggregate model terms. It is somewhat dense reading, but the changes overall are fairly minor and are intended to make the concepts easier to understand rather than making substantive changes to any of the concepts. Discussion papers There is also a discussion paper for consideration. Discussion papers allow communities to give feedback on future changes before they reach the point of being defined proposals. Issues raised in discussion papers are at the high level, and will include recommendations but there may be significant change between a discussion paper and the eventual proposal, dependent on the feedback received. Accepting a recommendation in a discussion paper does not result in a new element being available after the next release, there will always be a proposal document first. In the case of RSC/ExtentWG/2024/1/rev2<https://www.rdatoolkit.org/sites/default/files/uploads/RSC_ExtentWG_2024_1-…> there has been a long history of work in relation to statements of extent. During the 3R project to move from Original RDA to Official RDA, the pages relating to extent were flagged as a problem and the Extent Working Group have now been working on this for several years before providing us with the current proposal. The discussion paper is very dense and quite long at 40 pages, so requires some focus to engage with. Nevertheless, it is important that we make the time to consider whether the direction of the suggested changes will meet our needs. It's easier to raise concerns about the general shape of the changes at this point than later on at the proposal stage. To help when you are engaging with this discussion paper, ORDAC offers the following comments for consideration: · what matters is the proposed RDA structure; the ISBDM references are there for comparison as another standard based on IFLA LRM but are not actually part of RDA; · not all of the suggested new elements will be useful to all descriptive agencies, but RDA is attempting to be relevant to a wide audience across the GLAM sector - this means that some of the elements being discussed may be completely irrelevant to the descriptions you currently make, while others will be a better fit, and that's okay; · extent is about more than just how many pages there are in a book, it's about measurements, so things you may not have expected are part of this paper (e.g. dimensions, image resolution, number of sound channels, etc.); · the element Manifestation: extent of manifestation would be converted to a superelement under the changes suggested in this discussion paper which means that you can compile the values of the subelements to make a single statement. This matches what we currently do in a lot of cases, putting multiple values together as a single statement (e.g. 369 pages, 16 pages of plates) and is equivalent to what happens with other elements such as Manifestation: publication statement where we can choose to compile the subelements together into a single statement (e.g. London : Penguin, 2024). This is not what everyone will always want to do (it is possible to want to keep place entirely separate from name of publisher) but it allows that combination to be put together. It is important when reading the discussion paper to recognise that most of the elements being discussed are not new superelements; · the discussion paper makes some very specific changes to the use of the term 'leaf' and terms related to that which come up several times but are consolidated in the section "Vocabulary terms related to sheets and leaves" (section 13.2, pages 31-36); ORDAC is still considering our own response to this discussion paper, but it would be fair to say that on the whole we are in favour of the direction suggested by the Extent Working Group, with the main exception being the section on the suggested new element Manifestation: manifestation numbering of extent statement (section 7, pages 26-29). While this element may be a good addition to the RDA structure, much of the discussion around it seems to be technically incorrect and this makes it difficult to be sure how it is actually going to be used. It is my personal view that where they are talking about adding a "transcription guideline" what they actually mean is to add a "string encoding scheme". Transcription guidelines assist us in formatting text, such as dealing with capitalisation, diacritical marks, punctuation and symbols, while string encoding schemes tell us how to combine values together to form a single value including adding or removing punctuation. String encoding schemes are also considered to belong to descriptive communities rather than being part of the RDA instructions themselves; this currently happens with the legacy instructions on how to arrange a value for authorised access points (e.g. converting Sidney Mead as seen on a title page to Mead, Sidney E. (Sidney Earl), 1904-1999 as an access point, including the punctuation changes and order of additions). There may be other issues that we discover as well, or you may find other problems or concerns as you work through this discussion paper - please do raise them as all commentary is useful. There is a value to the profession as well as to our programmes, and we would be grateful for your participation. The OpenPolytechnic has been offering Library and Information Studies programmes for more than 25 years. We are calling on past and current students who have studied for a LIS qualification with the Open Polytechnic. We want to know what our students are doing now - exploring the career paths and graduate perceptions of our alumni to identify the most useful transferable skills, knowledge, and benefits of study. We are also keen to hear from those now in non-traditional roles outside the sector. Your participation may influence Open Polytechnic's future Library and Information studies (LIS) curriculum. Purpose:  Research questions:  Identify occupations and roles for our alumni (inside or outside the profession) 1. What occupations and roles have alumni been employed in, either within or outside the LIS professions, from graduation to the present day?  (Where are they now?).   What were the most useful skills, knowledge and benefits of study, alumni gained from their qualifications?  2. Kia ora koutou In February 2024, NLNZ cataloguers began the second phase of our Official RDA training. This phase began with three days of presentations, discussions, quizzes and interactive activities. The presentations and quizzes have been repackaged as Niche Academy tutorials and are now available on the NLNZ Niche Academy site. https://my.nicheacademy.com/natlib.gov.nz This second phase of training is a deeper dive into concepts preparing cataloguers for practical training. NLNZ cataloguers are now well into the practical phase of training and we are planning for implementation. The training resources for this practical training will be made available later in the year. They have created a survey and would encourage anyone using RDA (Original or Official) to fill it in. RDA Steering Committee meeting for April

Kia ora, Next week is the RSC's April meeting, and there will be discussion of our ORDAC proposal on dual-language names. RDA proposal for community review

This is a fairly new concept but the proposal is straightforward - it's about where the elements sit in the hierarchy, rather than changing the elements themselves. National Library of New Zealand RDA Toolkit update: Policy Statements and draft documentation now available

Tēnā koutou/Greetings to you all, The National Library of New Zealand has reached another significant milestone in our RDA journey with another load of Policy Statements to the RDA Toolkit. Following the January 2024 release, these are now visible at https://access.rdatoolkit.org/. Where are the Policy Statements? You can explore our Policy Statements in the RDA Toolkit via the link in the Policies tab or by selecting ‘NLNZ PS’ from the menu at the top right of any of the element pages. If the NLNZ Policy Statements don’t appear in the drop-down list, you will need to ensure you have ticked ‘NLNZ PS’ in your Views. What Policy Statements are included? The NLNZ have loaded 98% of all the Policy Statements we intend to add to the RDA Toolkit. Our intention is to have Policy Statements at every element in the RDA Toolkit plus at all options on Entity and Guidance pages. If you don’t see any Policy Statements where you expect one, it is likely this is one of the few left to load. What about supporting documentation? With the January release we have published draft versions of some of our supporting documentation. Throughout the NLNZ Policy Statements you’ll see references to the NLNZ Guidance. This is a document to support cataloguers to use the NLNZ Policy Statements in conjunction with the RDA Toolkit. We’d particularly appreciate receiving submissions from past participants of the Tukua programme as well as others who are handling a collection item that is in te reo Māori or has content about Māori. Consultation on dual-language names

[apologies for cross-posting] Kia ora, ORDAC are seeking feedback on a draft proposal to add options to RDA allowing for the recording of dual-language names, both as corporate bodies and as places, and as the Oceania representative to the RDA Steering Committee (RSC) I'd like your help in making sure we get good community input. Dual-language naming is increasingly common in our region. This occurs where a corporate body or place is known by a name that includes words from more than one language. Uluru/Ayer's Rock and Aoraki/Mt Cook are identifiable places where the names appear in this form in the relevant gazetteer. While using only part of the name would still be recognisable, the official form is to include both at the same time regardless of which language you are speaking when you use them. Please do take the time to read the draft proposal document and consider the following questions: * regardless of whether you would use the added options at your own institution, do they make sense to you or is something unclear/missing? * do you have any examples from other countries/situations where the same problem occurs? During the course of the re-design, several elements were identified as being redundant with other elements or were considered to be too granular in scope. The RSC refers to these elements as being soft-deprecated. In the RDA Toolkit, soft-deprecated elements are identified by an Option in the Prerecording section that directs a user to the recommended element. Agencies may apply the option if they wish. Kia ora koutou, The public agenda for the upcoming RDA Steering Committee meeting has been posed on the RSC website: http://rda-rsc.org/node/726 First, there are three proposals that will be discussed: * RSC/RSCSecretary/2022/2 - Proposal to correct the terms “multipart monograph” and “serial” * RSC/RSCSecretary/2022/3 - Proposal to adjust instructions in four “restriction on” elements in Manifestation and Item * RSC/RSCSecretary/2022/4 - Proposal to amend and clarify instructions in Manifestation “place of” elements If you have any comments or feedback about any of these proposals please do send them on to ORDAC to incorporate into our regional response by Friday 14 October. Tēnā tātou The latest collection of new and changed Ngā Upoko Tukutuku headings are now available for use on the National Library website.<https://natlib.govt.nz/librarians/nga-upoko-tukutuku> Below is a selection of the changes - please explore the website<https://natlib.govt.nz/librarians/nga-upoko-tukutuku> for the full list. These were created during hui early in 2023 and later last year, so it’s wonderful to be able to share these. This update is relatively small, but we are planning another release after the next hui in May and July. We’d love to have more requests to work on - tukua mai ōu whakaaro mō ngā ingoa me tāpiri anō ki te pae tukutuku! Sending in requests is a really easy process: if you're handling a collection item that is either in te reo Māori or has content about Māori, and you can't find an existing term in our thesaurus to suit your item, please email reo(a)dia.govt.nz<mailto:reo@dia.govt.nz> with your suggestion and the details of what you were working on. Suggestions in English where you don't know a Māori term are just fine. Please get those suggestions rolling in and we'll add them to our worklist. Details of the Paengawhāwhā/Āperira/April 2023 release This update includes a number of terms which may be useful in the context of environmental change. The rōpū created a term for sea level rise, Piki o ngā tai, which links to the existing terms Huringa āhuarangi (Climate change), Te mahana haere o te ao (Global warming) and the new term Pae moana, which refers to the surface of the sea. Pae moana may also be used for works about sea levels or the sea horizon. Other new terms relating to the Taiao (Environment) include Horanuku (Landscapes) and Paerangi, which describes the horizon in a general sense. Te Whakakaokao has also created new terms relating to social conditions. While most Covid-19-related restrictions have been removed, lockdowns are still in recent memory and protecting whānau remains important. The term Aukati rori may be used for community checkpoints to safeguard iwi and hapū in the context of Covid-19 and other situations where communities are at risk. Utu kaimahi (Wages) is another term of topical interest. On a lighter note, there are now new terms for both contemporary and long-established recreational activities. In the context of waka ama, the term Kaihoe has been created to describe paddlers. Tauwhāinga-toru refers to triathlons, while Mū tōrere is a classic game using counters on an eight-pointed star design.
