While the work for preparing for the implementation of Phase 2 is still ongoing, the PCC Policy Committee (PoCo) has completed its review of the pros and cons of omitting final punctuation in access point fields. Given that final punctuation is not part of authorized access points in authority records, PoCo has decided that omission of final punctuation in authorized access points in bibliographic records should be allowed as well. It was also decided that it would be better to implement this change along with Phase 2 to avoid the need for both participants and tool developers to deal with this matter twice. Beginning January 2, 2020, PCC libraries will have three options regarding the use of punctuation when newly authenticating bibliographic records: 1. Fully punctuate any field when descriptive cataloging form is recorded as "ISBD punctuation included" (leader/18=i) 2. Omit final punctuation when descriptive cataloging form is recorded as “ISBD punctuation included” (Leader/18=i) 3. Omit final punctuation and punctuation between subfields* when descriptive cataloging form is recorded as "ISBD punctuation omitted" (Leader/18=c) * Exception: For MARC fields in ranges 1xx, 240, 6xx, 7xx, and 8xx, only punctuation that separates access points from relationship designators can be omitted. The punctuation within access points should not be omitted. Special note: when updating an existing PCC record, catalogers should follow the punctuation pattern already established in that record. Options b or c are optional, not mandatory. However, I would like to reiterate the benefits of implementing options b or c: creating records with limited punctuation is expected to save time for catalogers, simplify training of new catalogers, make it easier to map data to and from other formats, and allow for an easier transition to linked data or vice versa (e.g., mapping BIBFRAME to MARC). The draft version of these guidelines (that may be subject to change) are now available on the PCC website: http://www.loc.gov/aba/pcc/documents/PCC-Guidelines-Minimally-Punctuated-MA…. The final version will be posted on December 15, 2019, in preparation for the implementation date of January 2, 2020. In the next few months, we will: 1. Post guidelines and training materials and specifications for automatically removing or adding punctuation as they become available; 2. Request that LC Network Development and MARC Standards Office and bibliographic utilities revise MARC 21 documentation to include examples with limited punctuation; 3. Work with bibliographic utilities and other interested parties to develop tools to automate the process of removal or reinsertion of punctuation. (OCLC macros for adding or deleting punctuation in Connexion will be ready before January 2, 2020.); 4. Encourage vendors, bibliographic utilities, etc., to explore functionality to index and display records with limited punctuation as defined by the PCC; 5. Encourage vendors, bibliographic utilities, etc., to explore functionality to allow their users to easily add or remove punctuation as needed. As stated above, this policy intends to cover the use of punctuation when newly authenticating bibliographic records. It may be extended in the future to facilitate the work of catalogers or batch processes dealing with legacy PCC records. Since then, we have been working on the implementation plan. The complexity of implementing all three options outlined in that email (dated 12/12/2018 and included below) at the same time presents more challenges than we anticipated. In addition, there are issues pertinent to access point fields that require more discussion. We believe we should move forward but need to do so in a way that is manageable and will allow us to achieve some consistency. After considering all the possibilities, we have revised the policy which to address punctuation in descriptive fields only. The revised policy will be implemented in phases: Phase 1: Beginning April 8, 2019, PCC libraries will have two options regarding inclusion of terminal periods when newly authenticating bibliographic records: a. Continue current practice (fully punctuated); code Leader/18=i b. Omit terminal period in any descriptive field*; code Leader/18=i *Exception: terminal periods integral to the data (e.g., recorded as part of abbreviations, initials, etc.) should not be omitted. Special Note: when updating an existing PCC record, catalogers should follow the punctuation pattern already established in that record. The guidelines for Phase 1 and a spreadsheet containing all MARC fields that are affected by the new policy are attached to this email. It's a really easy process: if you're handling a collection item that is either in te reo Māori or has content about Māori, and you can't find an existing term in our thesaurus to suit your item, please email reo(a)dia.govt.nz<mailto:reo@dia.govt.nz> with your suggestion and the details of what you were working on. Pūpū (Molluscs), Tio (Oysters) and Tipa (Scallops) are now Heke (narrower terms) of Ngā uri o Tangaroa (Marine life), and many terms relating to living organisms have been shifted from Pūtaiao (Science) to the more appropriate term of Koiora (Biology). There are a number of new concepts relating to the environment, living organisms and science. These include: Mātauranga mātātoka (Palaeontology), Mātātoka (Fossils), and a term for carbon, Waro (Pūmotu). The last may be especially useful when describing resources that relate to greenhouse gas emissions and climate change. A number of terms have been created that may be useful when describing resources for children. These include Tauaro (Opposites), Whakamoemiti (Gratitude), and Punua (Young animals). A new term has been added to describe informal language, Reo ōpaki. Concepts in the domain of economic and political development have been developed further. There is a new term, Kōkiri, which may be used for advocacy, and the term Auahatanga has been created to convey innovation and creativity. A new English see reference guides users from Equality to Mana tangata (Achieved status). Kia ora koutou, Apologies if you have already heard this news because you were subscribed to the rdaaust list, but for those who haven’t I’d like to let you know about the recent change to the rdaaust list and to invite you to subscribe to the new RDA Oceania list. The rdaaust list has changed its name to “rdaoceania” and is now an email discussion list for RDA as it relates to the Oceania region. A forum for discussing RDA cataloguing issues, the list is an opportunity to build professional networks, and learn about new products and services related to RDA and its implementation. The rdaoceania list will be used by the Oceania RDA Committee (ORDAC) as the main tool for directly updating the region about RDA. It may also be used by national resource description communities such as the LIANZA Cataloguing (CATSIG) Community and the ALIA Community on Resource Description (ACORD) to communicate information about activities in relation to RDA, such as conferences, training courses and other events that are of relevance to the RDA community in those countries. Training providers offering RDA training are also welcome to advertise their courses on the list. To find out more about ORDAC, please visit the ORDAC website<http://rda-rsc.org/oceania> Please be encouraged to promote the rdaoceania list to your colleagues, particularly colleagues in parts of Oceania outside Australia who are interested in RDA. Instructions for subscribing are at the end of this email and will shortly be available on the ORDAC website. rdaoceania list etiquette rdaoceania is an “unmoderated” list, which means that all posts go directly to the subscribers without going through a moderator. This allows for the free and open flow of discussion on topics of relevance. The list is intended to create a community of practice where all subscribers feel safe to exchange information about RDA and its implementation. This also requires that subscribers take responsibility to ensure that all posts to the list are written in the spirit of this openness, and with respect for other subscribers to the list. ORDAC will monitor the list to ensure that this happens, and take action if it feels that this etiquette is breached. When responding to posts, subscribers should consider carefully whether their response should be addressed directly to the sender of the original post rather than to the whole list. Be aware that simply clicking “Reply” will send your response to the list. If you want to reply to the original sender, you need to change the address in the “To” box to the individual address of the sender of the original email. When posting to discussion lists, it is common for senders to “cross-post” to multiple relevant lists in order ensure that the post reaches as many people as may be interested in the content of the post. This means that a subscriber to multiple lists may receive some emails multiple times. For this reason, cross-posting is usually acknowledged by the sender at the beginning of their email.
